About the Windows SmartScreen warning. Software that is not code-signed can trigger a SmartScreen warning. Only after checking the source and the fingerprint, choose “More info”, then “Run anyway”. The warning proves neither that a file is safe nor that it is dangerous. If you are unsure, do not run it.
